iCare Family Care Partnership Earns Accolades

Wisconsin health plan earns 5-Star MetaStar audit score and high member satisfaction rates

Independent Care Health Plan (iCare) is proud to share positive news about iCare Family Care Partnership (HMO-DSNP).

5-Star MetaStar Audit Score

A Quality Compliance Review and Care Management Review was prepared by MetaStar for the Wisconsin Department of Health Services. On this external quality review, a score of 90% to 100% is required to receive a score of 5-stars (Excellent). iCare Family Care Partnership received a rating of “EXCELLENT” on all 15 applicable standards, earning an overall compliance score of 98.3 percent.

High member satisfaction rates

Annually, the Wisconsin Department of Health Services (DHS) administers a member satisfaction survey designed to be straightforward and easy for members to complete. Questions include:

  1. How often do you get the help you need from your Care Team?
  2. How involved are you in making decisions about your Care Plan?
  3. How much does your Care Plan include the things that are important to you?
  4. How well do the services you receive meet your needs?

Responses range on a 1-5 Likert scale (Not at All; A Little; Somewhat; Very; Extremely).

Wisconsin Department of Health Services’ “2020 MCO Pay for Performance Results”, released June 9, 2021, showed that iCare members answered “Extremely Satisfied” on all 4 questions. Members from eight Managed Care Organizations (MCOs) were surveyed. iCare was one of only two MCOs to receive the highest possible score of 4/4.

About MetaStar

MetaStar is the External Quality Review Organization (EQRO), contracted and authorized by the Wisconsin Department of Health Services (DHS) to provide independent evaluation of managed care organization (MCO) compliance with federal Medicaid managed care regulations and the DHS contract with MCOs. MetaStar conducts external quality review (EQR) for all MCOs operating Family Care (FC), Family Care Partnership (FCP), and Program of All-inclusive Care for the Elderly (PACE) programs in the State of Wisconsin. All programs provide home- and community-based services (HCBS) for long-term services and supports (LTSS). FCP and PACE also provide acute and primary care services.

The Member Satisfaction Survey is part of Pay for Performance (P4P), a value-based payment system administered by Wisconsin DHS in which MCOs are incentivized to achieve goals or objectives pertaining to quality. It is an outcomes-based initiative that uses data collection and analysis to drive continuous improvement.

Kirk directs marketing and community partnerships for iCare. He joined iCare in April of 2017. In addition to over 14 years of insurance experience, he also has experience leading marketing and lead generation in the technology industry and began his career as a copywriter for an advertising and graphic design agency. He has a Journalism degree from the University of Wisconsin – Eau Claire. His current responsibilities include leading a talented team of individuals to implement branding, advertising, lead generation, communications, public relations, events, sponsorships and digital strategy.
